Under the ATSIC endorsed Community Participation Agreement (CPA) initiative ATSIS has funds to invest in new opportunities for community participation by income support recipients. This then provides for major benefits to the community and aims to reduce the reliance on welfare dependancy which are causing social problems such as petrol sniffing, gambling & Gunja abuse. Gapuwiyak Community is the first community to take up one of these agreements.

The project has three main elements:

  1. Community Clean up;
  2. Multi Purpose Recreation Centre; and
  3. Go to School

This will be an important program in getting resources for the community.

On the 13th May 2004 Mr Tom Calma, Manager, Community Development & Education Branch, ATSIS visited Gapuwiyak to witness the offical sign up by the Community. Mr Alfred Yangipuy Wanambi and Ms Alison Wunungmurra signed on behalf of the community.
